The Federation, which name was by founding F.U.E.C.H., who means in French “Fédération de l’Union Européenne de Consuls Honoraires”, was founded on April 17th 2004 in Grenoble (France) by its founding members, the National Consular Associations of Austria, Belgium, France, Germany, the Netherlands and Slovenia as the only official European Federation of Consular Associations of Honorary Consuls.
Since the adaptation of its statutes, the name was changed in E.F.C.A.C. (European Federation of Consular Associations and Consuls), in French F.E.A.C.C. (Fédération Européenne d’Associations Consulaires et de Consuls).
In my actual position of the President of the E.F.C.A.C., I express you the expression of my highest collegial consideration.
The aims, outlined in its Statutes, are to strive for a harmonization of the tasks, rights and duties of Honorary Consuls in post in Europe.
In a united Europe of actually 27 European Member-States, the role and duties of Honorary Consuls are undergoing tremendous changes at a time where an increasing number of Honorary Consuls are being appointed in and by European States to replace the traditional position of Career Consuls.
E.F.C.A.C. therefore sees its foremost task in building a strong European Federation of national or regional Consular Associations to ensure that the changing profile and status of Honorary Consuls are being recognized on the European level and their duties, rights and working conditions are being harmonized within the European Union.
We welcome all the national or regional European Consular Associations, who are not yet member of the E.F.C.A.C., to join the dynamic European Federation, whose cooperation is based upon ties of mutual understanding, friendship and collegial cooperation in its engagement for the interests of Honorary Consuls in Europe.
